Our domain is currently sitting at about #24 for small business seo mainly through careful inclusion of the phrase around the various pages of the site, and a few (maybe 5 or so) IBLs using variations of “small business” anchor text.
We are now fully committed to this phrase as our next target term, not for traffic or business particularly, we have enough business for the moment, ..it’s really all about trophies 
Unlike most of the other phrases we’ve been gathering up as we grow in strength, who mostly just had one or two jokers in the field, ” small business seo ” has a reasonable strength top 20, and some good SEO sites with PR4’s and PR5’s floating about above us.
And as some of the companies on the first 2 pages have called themselves (multiple) variants of ” small-business-seo ” .com/net/biz etc, you would have to assume that they would be trying pretty hard to rank for it? so lets see just how hard eh? 
As always we targeted the term with special new content on a new page, and it’s now approaching 2 weeks that Google just refuses to index it. It’s got a few good links pointing at it, not to mention gradually gaining sitewide (nav) links from our site as they re-cache the pages, its in the HTML sitemap and the XML one, but the new page is stubbornly “no show”.
We’ve seen other random de-indexing lately too but have not seen such slowing indexing since late 2007.
..Google get your act together we have a hill to get climbing…
